I live in Britain and here the age without a parent is 16 and it is probably the same over there.google it =] as for the price, mine only cost £15 which is about 30 canadian dollars but mine was pretty cheap so I am not really sure.sorry I could not be more help

Personally, I find them very unattractive. And the age is probably 18 or in the accompaniment of a parent.
